I was told large houses only take freshmen in order to build their membership pyramid. Then they would have a very high number of girls paying dues. Suppose you had a smaller house (square footage, cost and bedroom wise)...then you wouldn't have bills as high to keep it going. Then you could take a girl based on how much you click and like her, not according to how many years of dues she will bring in. Do the members ever revolt and say forget the freshman rule...We want this great junior girl ...instead of "here is a fixer upper freshman with a 4.0. She'll give us 4 years of dues?"

it depends. the advisors oversee most decisions. hence, a house can't just be like, "screw the rule, we're taking her anyway!" we don't have the power to do that, but we do have the power to appeal it. we are given how many we can take in each grade based off of nationals, it is always supposed to be a pyramind, with the least seniors and most freshmen. taking too many from other grades screws this up. however, most houses are given a certain number of sophomores and juniors they are allowed to take. often better the house less they can take.it has nothing to do with the actual SIZE of the house, that is paid off by the girls who live in it.
