It's not normal, but it does happen. If you have 3 houses on pref day and list all of them on your bid card, you are guaranteed one sorority. If you don't have 3 on pref day or choose to not put 1 down on your bid card, you are not guaranteed a bid and will be "released" from recruitment.
A lot of girls drop during the week after not getting the house they think they want so there usually aren't a lot of girls that are released.
