Generally you will have to reach out to chapters unless you already know people in them. Some of them will hold RSVP only recruitment events which will be posted on their Instagram story. They sometimes fill up fast so I would recommend following all the sororities so you can see when/if they have any.

Yes, or at least until panhellenic releases the list of sororities participating in COB. Not all sororities do spring recruitment so it doesn't really make sense to reach out to sororities before you even know which ones are looking to take new members.
