Frat bidding question

No. Fraternities are not sororities, and IFC needs to stop trying to turn them into sororities. FSU frats can recruit as many new members as they want, whenever they want. FSU does declare a specific start date for pledges, and a specified length before initiation. This is mostly to prevent hazing which is no longer a big problem at FSU.
The big fraternities do a lot of recruiting in the summer, but nothing prevents PNMs from joining anytime before the official start date.
