If you count the Top 4 as Pike, Delt, ATO and Phi Tau (or KA) then Delt is one of those. With Phi Delt gone that leaves a spot open for Phi Tau or KA.
Delt's problem is they don't do anything. They're connected with the right sororities, but their members have no resume to speak of - no sports, no student government, etc. Plus their membership is low compared to the other top houses.
They have a great house location though. And if they 'had a quiet year' - God Bless them - they're one of the very few.

Delt has the advantage of a long reputation. Other fraternities have come and gone but Delt is steady.

Delt doesn’t have as many actives as other fraternities these days due to poor active member retention rate. This has resulted in them not being able to collect as much in dues therefore resulting in them unable to do as much socially which has caused their status to fall. They will need a large pledge class in the fall but future pledges should know that they could take upwards of 60 kids, collect one or two dues payments and then ball a good portion of the kids, essentially stealing from them to help the fraternity get back on track financially..

Theta chi>delt at this point. They just don’t do anything and don’t have the number of actives to still be top three
