Theta is waaaaaaaay too high on this list (and that's just for starters). Also, XO has had some super strong Rushes over the last two years. The top-5 is consistent, but there has been a lot of movement in the mid/upper mid group. At this point any of them could be rearranged (depending on personal preference). Finally, Kappa had a great 2017 Pledge Class. I'd bump them up.

ok XO has had some good years but they aren't that high- AXO still ranks above them the middle is more like:
