Do minorities have a higher chance of getting into "top tier" fraternities if they rush, just to fill a diversity quota?

First, there are no 'diversity quotas' in top tier fraternities, or in any fraternities I know of. There's only one 'white' fraternity and that's fine with everyone because that's their preference. No one is going to try to tell fraternities who to pledge, and there will be a backlash if they do.
Second, from what I've seen there are a lot of minorities in all the fraternities, from top to bottom.
