why not quotas for fraternities?

Sororities have recruitment quotas and limitations on chapter size. Why not the same thing for fraternities? That way its fair. No one can get too big and no one suffers from low membership.

They have an entirely different set of rules than National Panhellenic Sororities.

Men are not fair. Men are competitive. If we had formal recruitment like sororities, mass fights would break out.
