Not "hard". Depends on you, if you fit in with the girls then you'll end up there if not then you'll end up where you fit in and like the girls, there's no certain criteria just be able to connect with the girls you talk to at those houses

lol how about you go through recruitment and actually MEET people in these houses before getting set on them? just because they are labeled as "top tier" doesn't mean it'll necessarily be the right fit for you. keep an open mind, there are tons of amazing chapters at FSU
