Is ATO really paired with pi phi? Lmao

I may be ignorant probably am, but I don't understand what the joke is here. Is it because ATO is supposed to be below Pi Phi or that Pi Phi is supposed to be below ATO?
I think Pi Phi is suppose to be pretty good, about on the same level as ATO. What am I missing here, seriously?

ATO thinks they're top and will argue otherwise on here, yet Pi Phi is pretty solid mid.

ATO makes a good case. According to those fall, 2016 greek life numbers ATO is in the top 4 in size and they are convinced that if they hadn't gotten suspended they'd have given Pike and Phi Delt a battle for the overall IM race. Socially they were a solid top fraternity. ATO has the potential to bounce back strong in the fall.
