Do some fraternity's like notice cool kids that fit the image of there frat and look at them early on before they even get to college and bid them when they get there ?

Not the way you describe it. But guys who are freshmen have friends from home who come to FSU and they want other guys like them pledge. So in that way the guys who fit the image are the first to be noticed.
