Do chapters have to take a certain amount of legacies each year?

Sororities are required to take certain legacies but there's no quota. A greater problem for sororities is transfer members. I think but I'm not sure that sororities are required to take transfer members.
Fraternities are different. I think Pike is required to take certain legacies. Most fraternities don't care, and if they have a transfer they don't like they'll just tell them not to come around.

No sorority "has to take" anyone they deem unsuitable material, and that includes legacies. There is no "legacy quota" to speak of.

Each individual sorority, and in some cases each individual chapter, decides when, how, and which transfer members can affiliate.

Chapters LOVE legacies in general, but no chapter of any sorority or fraternity HAS to take anyone as a member, legacy or not. Legacies are given special consideration during recruitment, especially if she or he is a chapter legacy. But if the chapter chooses not to issue a bid, that is their choice and their right. The majority of sororities are required to invite a legacy back to the first round of invited parties. After that she may be released. Some sororities are required to have a good reason for releasing a legacy, and some must notify the legacy connection immediately upon the PNM being released, out of courtesy. Houses who carry a legacy all the way to pref are usually required to put her on their first bid list.

Wait so if you're a legacy to a chapter and you make it all the way to pref they have to take you?

They don't "have to take you" but if they liked you enough to keep you until pref, then you are usually on the top of their bid list. However if they don't feel that you are suitable then they do not have to give you a bid. Also, just because the legacy chapter might offer a bid, doesn't mean the other chapters you pref won't.

@No is not all the way correct. Many sororities are REQUIRED by their nationals to put a legacy who attends their preferential round on their first bid list. Those chapters know that, so if they aren't sure they want to offer a bid then they need to make the decision to release her before pref. Not all nationals have this rule in place so it depends. In any case, the legacy does not have to rank that house first, and another house could also put her on their first bid list, but that is a hard call to make for the competing house if they know she is preffing at her legacy house.

Not if you use the wrong fork during the pref dinner, or blow your nose into your linen napkin at same. Loudly arguing about hair color with the house president during introductions mightn't get you a bid, either.

No, the houses do not know what other houses you attend during pref or any other round unless you tell them, and they shouldn't ask you either but sometimes that happens unfortunately. But, if you put down your legacy house on your registration form then all the houses will know that you are a legacy to that house and may consider that when trying to gage your interest in them. It is best to let just your legacy houses know that you are a legacy and not everyone else.

I'm a legacy to a top tier here and I was wondering do top tiers at FSU prioritize them?

Read this thread, honey. Your 'top tier' legacy house does what is described.
