if i am transferring from a school where i am in alpha chi omega, am i going to be allowed to rush when i transfer here?

Not sure what you mean. As with all sororities, if you have gone through initiation, you can't go through rush. You can affiliate if your sorority is on the campus you transfer to. Good luck!
