how does line dance work

How are the fraternities in Line Dance picked?
Why are Delt, theta chi, and ATO not in it if it's all the top fraternities?

It's not based on which fraternities are 'top' although all the five fraternities involved are good. A fraternity called Pi Lambda invented Line Dance and it was a big hit, but Pi Lam disbanded. After they left, several fraternities jumped in to grab Line Dance because it was so popular. Five fraternities worked out a deal to share it. Pike, Phi Delt, Phi Tau, Pi Kapp and Phi Sig.
I don't know why Delt, ATO and TX aren't in that mix, maybe they didn't move fast enough but it's not because they aren't 'Top' fraternities.

When are they going to let Theta Chi in since they are advancing quickly in the tiers

Never because, as anyone with eyes could have read, it isn't based on tiers
