ATO self promo and to my knowledge phi delt is on IDA

ATO is good but they are NOT on that top tier level.
ATO is good but they're not getting better just staying the same.
ATO is good and if the Phi Sigs drop without a house and the KA's don't push past ATO and become equal to Delt and Pike and if Theta Chiu(second largest fraternity and IM champs) doesn't take that #3 spot, then maybe ATO can find a place.
ATO is good, but not great. More important they don't seem to be motivated to become great. Just my opinion.

Switch chi phi and kappa Sig
Aepi is better than SAE and ZBT is a level above those two

AEPi is definitely not better than them. If anything they are on the same level as SAE below the Kappa Sig/Sig Ep/ZBT tier
