I think it's unfair to give number ranks since it changes quickly, but grouping them into tiers based on both outside reputation and Greek community reputation works.

Top:
Sig Chi, SAE

Middle:
Kappa Sig, Lambda, Beta, ZBT

Bottom:
Theta Chi, Phi Kap
