too old?

Just to be clear i probably won’t because of age. I’m going to be 23 in the spring when I come to campus. Had medical problems and went through some things that caused me to start late and miss a lot of semesters, so not the coolest situation. Is it too late to rush, and would I have a chance of getting a bid to a decent fraternity?

Nope, you’re fine. I rushed when I was 22 and am very happy I did. It’s not that deep, just rush.
