What it seems like is that Pi Phi are the smart girls. If you have a 4.0 and are going to the U of A almost for free through scholarships is likely you'll be put in Pi Phi if that's what you prefer?

You don't "get put" anywhere. Phi Pi does have the highest overall GPA, but there are many girls with 4.0's and scholarships in all of the houses. Some of them probably cut Pi Phi and Pi Phi probably cut some of them.

I know Pi Phi took several girls this year that had barely over a 3.0 and no scholarships due to relatives being Pi Phis.

Pi Phi extended bids to at least two girls this year that had barely over a 3.0 HS gpa and no scholarships because of strong recs and legacies

I had a 4.0+ gpa and am going here on a honors college fellowship and got cut from Pi Phi the first day of rush, even though I'd beg to say I am average looking and pretty skinny, and not socially awkward. I don't think they were looking for gpa boosters this year necessarily.

I rushed with a 4.0 and 32 on ACT, on full scholarship, and was given a bid from Pi Phi. No legacy, and I don't think I am drop dead gorgeous either, so I think my grades (and my really long resume) is what got me in.
