transfer rushing

Could any of you ladies tell me whether you would encourage or discourage a junior to Rush? Is it worth my time and money? I've heard some houses cut upperclassmen immediately. I have a pretty full resume and I want to be really involved on campus. Would I have a chance at all of receiving a bid?
