freshman rec letters

I'm an incoming freshman and am going to go through recruitment in the fall. Do my rec letters have to be from alumna? Or say if I know a girl who's a sophomore and a pi phi at a different school or at arkansas could she write me one?

A girl at another school could write one for you and alumna can write one.
A girl attending the University of Arkansas cannot write one.
