no, you cannot say that chi o and tri delt are even, just like you can't say tri delt and aoii are even.
you have to use three.

100 percent there are three tiers not two. And all do lose to each other within tiers
1)Kappa zeta pi phi chi o - yes chi o loses girls as well
2)Tri delt KD adpi phi mu
3)Axo dg aopi

Tiers is the best way to rank houses at uark. I will say lots of girls loved dg this year and they are no longer a “bottom” house
