If I accept a bid and then drop, am I eligible for COB?

You would have to wait for one year from the issue of that bid. In other words, next fall's recruitment

Unfortunately you’re not eligible until next fall. Your best shot at getting a house is now. Most likely if a house didn’t offer you a bid this year, they aren’t going to next year either. Don’t think you’ll try again next year and get a better house. Doesn’t work that way.
