Can someone rank the houses based on genuine sisterhood?

You can't judge a house's sisterhood if you're not in it, and you can't judge by ranks either.

You will not get an honest answer to this or a decent rank.
What you need to do is go to your parties the next 2 days and look around you. Do the girls care for each other, smile at each other, interacting with each other.
Ask questions on what they do together for their philanthropy. Don’t take the general this is what we do. ask her what she did. Not just what the group does. This can give you clues as to sisterhood.
