Nothing is wrong with it and there's no drama at all, but it's not really spring rush, it's COB (Continuous Open Bidding.) It's some individual chapters offering just a few bids quietly and privately, and you have to know chapter members to get them interested in giving you a COB bid. It's not like fall rush with all the houses participating and hundreds of pnm's going through. The purpose of COB is for houses who are under total chapter membership to fill those spots if they want to. Every house falls under chapter total at some point. Yes, every house. Every house has drops or girls leave school, every house has girls graduate in December or go inactive or take alum status. Some girls like to point fingers at chapters giving COB bids and say that the chapter is in trouble and losing members, but it's not true. Not every gives spring bids when they go below total, but it's not a bad thing for them to do it.

You forgot to mention one of the reasons a house could go under quota is because people drop
