I'm confused. If the better houses have fewer numbers of pledges, why do Tri Delt, Pi Phi and Zeta have so many? They are supposed to be top houses, so I would assume they would have fewer pledges.

Probably due to quota adds. So, if pnm had two houses and maximized her options, then she is going to receive a bid from one of the two. If she only had one, then she is getting a bid to that house.
