Ark has variable quota so houses with higher retention rates take fewer girls and houses that may be struggling a little more take a higher number of girls to account for drops. Panhellenic sets the number based on how many girls go to pref. That’s why houses like ChiO and Kappa takes so much fewer than say AChiO or DG.

the smaller number the “better” house. they make the more established houses with the higher return rates take smaller numbers because they want the other houses to get girls too

This is true for how they set quota, but not true by pledge class size. For example 2 houses could have a quota of 135, but one gets 130 and does not make quota, while the other gets 140 exceeding their quota. Essentially, no one other than panhellenic and the recruitment chairs knows how well each chapter did in recruitment. We don;t know much judging by how many new members each chapter wound up with.
