what exactly is a top?

What exactly is a top pnm? Do only top houses have top pnms? Can you get in a top house and not be a top pnm? Can a bottom house have their own top pnms or do they just kinda take whose left at the end of the week? Not meaning to offend anyone but these posts keep saying top this top that but never really explaining what that is.

A “top” is just a pnm that a member in the house really likes and wants to rush! A “top” is not like a top pnm for all of Recruitment. A pnm would only be referred to as a “top” by the house rushing her!
