pnms in apartments

Are you allowed to rush if you live in an apartment? There are girls who have gone around the rules of living on campus. Why can't they just do like everyone else and live in a dorm for one year?

My personal opinion is that is a totally separate issue that has nothing to do with Greek life. This sounds like a jealousy issue above anything else.
