What round are the most cuts made? How many does each house take and who decides the number? Is it exact or can they add someone if they really like her?

Panhellenic tells each chapter the exact number of girls they have to cut. That is why it is so hard for every house to decide. The largest round of cuts is the first round, they get smaller the closer you get to pref. The longer you keep a house, the greater your odds of making it. That is why everyone should take recruitment all the way to pref night if they have houses left. If they keep you into house tour even, they really like you.

I would say first round is the biggest cuts. Focus on the houses you have left after first round and don't waste time being upset or it could affect the rest of your rush!

First round is the largest with the number of pnms, but it is a larger percentage later in the week and you feel more connected later in the week.
