A sorority colony will often immediately pledge to chapter total, or quite near. DG only bid 254 when they colonized, an understandable and manageable number given that Arkansas homes have chapter totals of 350-460 women. It is very rare that a colony is forced by a campus to bid a specific number of women.
On other campuses groups have bid 25 women where chapter total is 60. One reason could be quality of the pnms; another could be lack of women attending colonization interviews. A third might be the colony is a traditionally smaller NPC group offering somewhat limited but still valuable parameters of interest among campus women.
The Fall Arkansas 2017 quota will be surveyed thru-out recruitment, and finalized when the number of women attending pref parties is firm. There will again be variable quotas due to the fluctuating chapter totals within each home: a larger quota for smaller homes vs smaller number for larger homes. The range will likely be similar to recent years, 120 to 165.
But again, the Arkansas quota number is not set-in-stone until the recruitment pref attendance number is firm.

Of the four houses that took less than 140, on average how many active seniors do they have? Is it less than 80? I had read it was average of 20 to 30 but that would mean way more than half are gone by senior year. That can't be right,can it?

None of those 4 houses have 80 active seniors. It's probably 40 or less. Hope this helps:)
