It's a private mass leasing. And you can register a fraternity house through the city of Tempe Fiji did it

It's illegal to discriminate against a potential lease signer because of their group affiliation, race, etc. A bunch of people in the same fraternity can all rent out the rooms in an apartment complex if they choose, and there isn't anything legal that can be done to stop it. Now, there are some benefits to registering as a fraternity house, and I know it took FIJI a while to get it done, but I imagine the next group to do it would be able to have a quicker turn around now that a precedent has been set. And to be honest that should be something that the alumni of the chapter and housing manager can take care of, it's not like 100% of the chapter is going to be spending all this time on it.
