off campus fraternities definitely do things other than party. At least TKE has. They've been doing a bunch of community service and philanthropies even after being kicked off, in fact I think they do more stuff now than they did when they were on campus. Plus off campus houses can have complexes where you can actually do things and use as a central location, because no the Villas do not count as a viable fraternity housing option. So saying you're stupid for going off campus is very foolish. Both have their pros and cons.

the only con for going off campus is that some nationals will pull the charter of a house if they are kicked off. So it really depends on the relationship between the chapter and nationals. The chapters not willing to leave campus are probably afraid of losing their charters. But it is a conversation I believe that chapter presidents should start having with their national orgs. If that relationship is strong and they wont lose the charter, then basically its a no brainer to leave campus. However, I believe if you leave campus, you NEED a complex to stay relevant, otherwise youll be invisable. So the chapter also has to want a complex (honestly no idea why you wouldnt) In conclusion: going off campus + keeping charter + having complex = perfect formula.
