Not sure which is most expensive although I can tell you being a "top house" has nothing to do with expense. It all depends on how many events the chapter holds and what they want to spend money on. Most chapters are between 600-900, at least from what I've heard from other chapters members. The only correlation is that the chapters which host a lot of date parties/formals are typically considered "top" or "better" and all these events cost money which raises there dues.

Pledge semester your dues will probably be still under 900 but you may be pressured to pay for a lot of other stuff off the books as part of the hazing or miscellaneous expenses. I personally spent about 500 while pledging in addition to dues. I spend about $250 a semester as an active on booze and parties.
