Contacting rush chairs?

So, my friend who goes to an SEC school was telling me how normal it was for PNMs to email or DM rush chairs their name, where they were from, their hobbies, GPA, and that they were generally interested in rushing that fraternity. Should I do the same?

asu greek scene is nothing like the sec schools. process is entirely different

asu is much more chill, it's not life or death. so i don't think it would make a difference besides looking a little desperate.
