leading a rushee on so that they think that they will get a bid from that house so that they don't show interest in other houses, but then not offering them a bid and leaving them with nothing.

That was nowhere near what dirty rush really is. It is when fraternities go outside of the system and rules to attract potential members by inviting kids to parties and events outside of the registered events schedule, so they see more than just the regular rush events and also have less time to go to other fraternities. Basically anything involving alcohol or anything that is not registered with IFC can be considered "dirty rushing". It does not involve leaving a kid try, it just means going outside the system to attract kids.
