When does cob start and which sororities normally do them? I’m regretting dropping out of recruitment now...

Not all sororities do it just so u know, it varies but you literally won’t know until December

Historically, you can probably count on the bottom tier chapters. Plus, there's AEPhi and the two associate groups.

This is true. Every single house has girls drop which puts them under quota. The more "popular" houses will keep it v lowkey, and only rush girls who are friends of the chapter, so you have to be in the know with that house. They will usually rush girls they liked who were cut before bid day in formal recruitment due to grades etc or gdi sophomores who are close with a bunch of actives. Houses that are under quota numbers will make it more public bc they want to encourage anyone and everyone to rush so they can make quota.

But if they dropped you before bid day because gpa why would they take you now as a cob.. or is this next semester using college first semester grades

You can only COB if

1. you don't make quota
2. you are under total.

historically, most chapters are over total after recruitment and most chapters make quota.

You can COB if you make quota but are under total. ADPi has made quota the last few years and still COBs bc they are still under total, and I believe the same is true for SK. You can only snap bid if you’re under total and quota.
