Most may not rent to you, sure. But there are thousands of apt buildings in Tempe. It may talk speaking with several property management companies, but you'll get someone to bite. Offering 100% occupancy and higher rents is a pretty good incentive. Avg complex that is at least a half mile from campus and not newish (90s+) is going to have vacancies. You could be doubling their cash flow or more. Money talks.

Most probably can't afford to rent out the whole complex as there's probably too many rooms.
Many owners also don't want to rent out their place to fraternities because they don't want to have to deal with damages and cops all the time. You can't just look at a place and say "we'll take it." You have to convince the apartment owner to let you and most will show you the door.
