All tiers are in alphabetical order
Top: ATO, PIKE, Sigma Nu
Upper Middle: Delta Chi, KA, Sigma Chi
Middle: FIJI, Pi Kapp, Sig Ep
Lower Middle: Delta Sig, KS, Lambda Chi, TKE
Lower: Alpha Sig, DTD, Theta Chi
Honorable Mentions: DU, KDR(tanthony), and AEPi
I tried to take all factors into consideration and tried to be as least biased as I could be.

KA will stay top for the fall, after that we'll see how much not having a big house hurts them. If ATO doesn't lose their charter then they are in the right spot. Tons of rumors that Sig Chi won't have their charter in the fall, even if they keep it they drop a lot. Pi Kapp is in the same boat as ATO, which a lot of people don't know that they are under investigation for the girl's death as well, but if they have a charter in the fall they are upper middle.
Top: ATO (with charter), KA, Pike, Sig Nu
Upper Middle: Delta Chi, Pi Kapp (with charter)
Middle: Delta Sig, FIJI, Sig Chi (with charter), Sig Ep
Lower Middle: Kappa Sig, Lambda Chi, TKE
Lower: Alpha Sig, DTD, KDR
The others: AEPi, DU, Theta Chi

This is all over the place and makes no sense. Judging by what I've been seeing and hearing on campus this is more what it will look like:
Top: ATO/KA/Pike/SN
Upper Middle: DX/Pikap/LXA/SigEp
Middle: SX/Fiji
Lower Middle: KS/TKE/DeltaSig
Lower:Theta Chi/AlphaSig/DTD
the rest: KDR/AEPi/anyone else who is left

Pikapp WAS on investigation but is officially not anymore. Doesn't look like they're losing their charter.
