how can a bottom house rise up?

It seems so hard for sororities to change ranks. Especially since it seems to be based mostly on looks and often the bottom houses focus less on that. What are (constructive) suggestions you have?

also this isn't neccesarily to surpass any other houses, but just to be on the same level
