It depends, if you're a stellar rushee you'll probably get into the house of your choice, regardless of your year for spring rush.However, if you wait until fall, chances are you'll end up being lost in the sea of other sophomores and juniors rushing. There is definitely a bias if you're not a freshman in fall. I do have a few friends who have gotten bids from top houses as sophomores, but it was because they're amazing/have lots of friends in that house. And I know a girl who was friends with every single girl in a top house and every guy in their brother frat and she got dropped hard on the second day. if you're average, I'd say your odds are about the same for either rush. (If you really care about what tier you end up in, any experience in a sorority can be amazing, I think it shows a fault in character if you're too insecure to join a house just because it's not "top tier")

Don't have your mind made up before you go into spring or fall rush and don't think in terms of "tiers" because all houses are great and have a lot to offer. If you rush as a junior you will get dropped from most houses after the first day. It's very hard to rush as a junior here, and some houses only take freshmen, but you should give it a shot and have an open mind.

You're lucky if you get into Kappa. Those girls are as "top tier" as it gets. Also, just to open your mind, the other sororities are great too. Think about it.
Even in Tri delt and G Phi, There are still only 100 plus girls in those houses. And I know many of them and they are the best people I have ever met in my life.
Ask yourself how many women are in UCSB? I would say you should feel blessed you would be welcome to Join ANY sorority. It really is a different and better perspective on the inside.
At the end of the day, you still have to be accepted. Tri delt and G Phi has to believe you are good enough to join their sisterhood also (it's no easy task I don't care what anyone thinks.). They are two different sororities and they both have similarites and differences. But for the most part, they are down to earth and they value sisterhood as much if not more than any other sorority.
Go where you are appreciated and also realize that it takes a special person to be in Greek
