COB explained in detail

1. Panhellenic sets a quota each year. Chapters cannot go above the number set by them.
2. COB isn’t guaranteed to happen at any house and isn’t always announced.
3. Example: Panhellenic sets quota at 100 (made up #) girls for this year. After fall recruitment, Chapter Z ends up with 100 total (old+new) girls. Then, Chap Z can’t do cob.
However, if 10 girls in Chap Z graduate in Dec, then they could do cob to add 10 girls if they wanted to.
It’s ALL based on the quota and sororities cannot go above it.
4. Last year cob was very unusual because 4 houses couldn’t do fall recruitment, so they had many spaces to fill to get to quota.
