do people actually get cut during COB? if a chapter needs to fill in quota do they lower their standards?

yes, you can get cut! and although chapters may want a certain number of members through cob, they aren't forced to take cobs who don't fit into the chapter

the goal for chapters is to have as few spots open and as many girls cob'ing as they can so they can have their pick of girls who actually fit. so yes, it's just like formal recruitment, unless you were specifically invited by a member, in which case you have a boost (but still not a guarantee)
