winter/spring rush deets

When do you find out which houses are doing it? Do any top houses ever do it? Is there any way to get into a house this year other than winter/spring rush? I've heard of something called COB

COB is Continuous Open Bidding. it's super casual and it happens if a house didnt meet quota during recruitment or had too many girls drop or something. best way to find out about it is definitely by emailing panhel, it can be super confusing!
