The reason FIU won't have sorority houses is due to a policy that if one sorority is gonna get a house or some living space on campus, they all do. It's an all or nothing deal. Some sororities have the financial capability to do it now. Others don't though. That's the only reason.
As for fraternities it's all about if you can provide the funds for housing. If you can then you're in. But most of them don't. Simple as that. FIU just cares that you don't act a fool and that they won't have to provide money for the house or insurance costs, etc.
