ΑΧΩ just finished recruiting but they got a lot of girls and might not need to in Spring. PC allows ΣΣΣ to continuously recruit year round and they always do spring. And I think ΦΣΣ might be allowed to do Spring but I think they choose to wait till formal. All the others are strictly formal.
