Most fraternities will let you party with them as long as you are cool with them. If they keep asking you to join and you keep declining there is a chance they may not let you into their parties anymore. Eiu is pretty welcoming and finding a place to drink and party should be the last of your worries haha. It's not hard to find as long as you stick to 6th and 7th street. Plus the bars are the easiest I've ever seen to get into.
