Recs are extremely recommended, You really need them. You only need one per house which is extremely reasonable, since other schools in the Big 12 and SEC require two or more.

You need them. It shows the chapter that one of our alumni thinks you would be a great asset to our chapter. Register with your local Panhellenic. They will give you more information about this.
