That the National Board of Directors will address and may take charter action on any chapter which refuses to implement a complete substance-free policy by August 1, 2020 and a substance-free transitional policy August 1, 2018.

No need to be rude and feed into the stereotype of Greek Life. Maybe "he" is wanting to rush in the spring and parties are a big deal to him or maybe "he" doesn't want a house that parties too much....OR maybe "she" wants to attend some fun frat parties?!
