Actually, the top houses are voted on each year by the girls. The ones they go back to are the top houses. No one has to have top grades or win everything (the fact you said that makes you sound like a XO). You just have to be the house all the girls want.

for return rates- it is based on what the girls want. But you if are going to define a top house - it has to have everything- good grades, cute girls win events etc- otherwise it may be a fun house but a top house- not so much. But I agree with return rates.

I think one thing that needs to be added to ranking is how many girls actually are initiated. I think it says a lot about a house if they received X new members and then see how many they actually initiate.
Girls may want to return to a house during rush is over rated.

I disagree that you have to win everything. Some girls LOVE the atmosphere in XO where they are constantly busy working on winning everything. Other girls LOVE the atmosphere of G Phi where they're more laid back and enjoy participating without pressure of winning. I think both are fine, but they appeal to different types of girls. These two houses have the top return rates so it's obvious that girls like them both.

I think we need to stop arguing. Different houses are for different girls. The ones the girls like best (for whatever reason) are the most popular top houses.
