So I dropped tri delt every time and they still ended up in my top three
Why?

Agree. As an alum from a top house, I have realized there is a great connection in being Greek and not being in a certain house or tier. Besides, if you can't find someone to get along with in a house of 200 hundred girls... The problem might be you and not the house.

Tri Delta has been a weaker chapter for the last few years, but now that we have some newer houses, quality girls are taking a closer look at Tri Delta because of it's traditions and longevity on campus.

As a PNM, you don't "drop" chapters. You rank them. The chapters you ranked higher that DDD dropped you, so you matched with your lower ranked preferences. Only the sororities can do the dropping until you list on your pref card, (Where you can choose to not list, or drop, a chapter.)
